Procedure

Any four members of the City Council constitute a quorum for the transaction of business. The Mayor, or the Mayor Pro-Tem in his absence, has the right to vote in the transaction of all business. The affirmative vote of any four members of the City Council is sufficient and necessary to adopt or repeal any ordinances or resolutions or pass any measure to take any action.

Public Participation

City Council meetings are held pursuant to the provisions of the Texas Open Meetings Act (Govt. Code, Chapter 551).   Discussion and actions are limited to the items listed in the posted agenda.

Persons desiring to address the City Council or express their opinion about a particular item on the posted agenda should notify the City Secretary before the meeting. Persons desiring to present other business or discuss matters, not on the posted agenda should submit a request in writing to the City Secretary by the end of business hours on the Wednesday before the next meeting in order to be considered for inclusion on that agenda.
