NOTICE IS GIVEN THAT THE CITY COUNCIL OF THE CITY OF LAMESA, TEXAS, WILL MEET IN A SPECIAL CALLED MEETING AT 5:30 P.M. ON TUESDAY, SEPTEMBER 9, 2014, 601 SOUTH FIRST STREET, FOR THE PURPOSE OF CONSIDERING AND TAKING OFFICIAL ACTION ON THE FOLLOWING ITEMS:

CONSENT AGENDA:  All consent agenda items listed are considered to be routine by the City Council and will be enacted by one motion.  There will be no separate discussion of these items unless a Council Member so requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda.  Information concerning the consent agenda items is available for public review.

(a)  APPROVAL OF THE MINUTES:  Approval of the minutes of the council meetings held on August 19, August 26, and September 2, 2014. 

4.    PUBLIC HEARING PETITION OF MATTHEW AND KRISTINE GIBSON:  Hear appeal from Matthew and Kristine Gibson with respect to final report from the Planning and Zoning Commission to deny their application for a zone change from R-1 (Single Family Residential) to R-2 (Multi-family Residential) of the following property.

All of Lots Ten (10), Eleven (11) and Twelve (12), in Block Sixteen (16 of the Hillcrest Addition (1212 South Bryan Avenue) to the Town of Lamesa, Dawson County, Texas.

5.    REQUEST FOR ZONE CHANGE (Matthew & Kristine Gibson):  Consider taking action on the petition of Matthew and Kristine Gibson requesting zone changes from R-1 (Single Family Residential) to R-2 (Multi-family Residential) of the following described property to-wit:

All of Lots Ten (10), Eleven (11) and Twelve (12), in Block Sixteen (16 of the Hillcrest Addition (1212 South Bryan Avenue) to the Town of Lamesa, Dawson County, Texas.

6.    CONSIDER APPROVAL OF 2014-2015 LEDC & LEAP BUDGETS:  Consider approval of the LEDC and LEAP proposed Annual Budget for Fiscal Year 2014-2015 beginning on October 1, 2014.

7.    LEDC/LEAP INTERIM EXECUTIVE DIRECTOR:  Discuss and consider taking action concerning the Lamesa Economic Development Corporation/Lamesa Economic Alliance Project Interim Executive Director position.

8.    FISCAL YEAR OCTOBER 2014-2015 BUDGET - adoption: Consider passing an ordinance on second and final reading providing funds for the Fiscal Year beginning October 1, 2014, and ending September 30, 2015, by approving the budget for said period and appropriating and setting aside the necessary funds out of the General Fund, Water/Wastewater and Solid Waste funds for the maintenance and operation of the various departments and for various activities and improvements to the City.

9.    AD VALOREM TAX RATE - 2014: Consider passing an ordinance on second and final reading and establishing the ad valorem tax rate for 2014 and adopting the provisions of Section 31.05 of the State Property Tax Code to provide for discounts under certain conditions.

10.    INVESTMENT POLICY:  Consider passing a resolution approving the investment policy for all city funds for Fiscal Year 2014-2015 as required by state law.

11.    AUTHORIZE WARRANTS - GENERAL OPERATIONS: Consider passing resolution authorizing the issuance of interest bearing warrants, payable from the anticipated collections of the current fiscal year, not to exceed five hundred thousand dollars ($500,000.00), to be used where funds are necessary and needed to meet current expenses of the city for the current fiscal year.

12.    APPROVE TxDOT AIRPORT RAMP APPLICATION: Consider passing a resolution approving a TxDot Airport $50,000 RAMP grant application for Routine Maintenance and authorizing the Mayor to act as the City’s Chief Executive Officer and to authorize City Manager Wayne Chapman as the authorized representative in all matters pertaining to said grant application.

13.    SERVICE AGREEMENT FOR SCHOOL SECURITY: Consider passing a resolution approving a service agreement for school security between the City of Lamesa and the Lamesa Independent School District providing for a one year term.

14.    CANCEL REGULAR CITY COUNCIL MEETING:  Consider canceling the City Council Regular scheduled meeting on September 16, 2014.

CLOSED MEETINGS

The public is hereby informed that notices for City of Lamesa meetings will no longer distinguish between matters to be discussed in open or closed session of  a meeting.  This practice is in accordance with rulings by the Texas Attorney General that, under the Texas Open Meetings Act, the City Council may convene a closed session to discuss any matter listed on the agenda, without prior or further notice, if the matter is one that the Open Meetings Act allows to be discussed in a closed session.

PUBLIC PARTICIPATION

E The meeting will be held pursuant to the provisions of the Texas Open Meetings Act (Govt. Code, Chapter 551).  Discussion and actions are limited to the agenda items listed above. Persons desiring to address the City Council or express their opinion about a particular item on this agenda should notify the City Secretary before the meeting. Persons desiring to present other business or discuss matters not on this agenda should submit a request in writing to the City Secretary by the end of business hours on the Wednesday before the next meeting in order to be considered for inclusion on that agenda.
