NOTICE IS GIVEN THAT THE CITY COUNCIL OF THE CITY OF LAMESA, TEXAS, WILL MEET IN A SPECIAL CALLED MEETING AT 5:30 P.M. ON TUESDAY, JULY 29, 2014, 601 SOUTH FIRST STREET, FOR THE PURPOSE OF CONSIDERING AND TAKING OFFICIAL ACTION ON THE FOLLOWING ITEMS:

  1. CALL TO ORDER:
  2. REQUEST FOR ZONE CHANGE (Connie McKibben):  Consider passing ordinance on 2nd and final reading reading granting the request of Connie McKibben for a zone changes from R-1 (Single Family Residential) to C-1 (Local Retail) of the following described property to-wit:

Those tracts of land located at 811 South Houston, Lamesa, Dawson County, Texas, described in those deeds dated October 23,1970 and December 6, 1971, and recorded, respectively, in Volume 275, Page 427, and in Volume 275 and Page 469, of the Deed Records of Dawson County, Texas.

  1. AD VALOREM TAX RATE – 2014:  City council discuss the proposed tax rate and consider voting to holding two (2) public hearings on a proposal to increase the total tax revenues of the City of Lamesa from properties on the tax roll.
  2. AMEND CHAPTER 14 “ZONING” – DIVISION 2.  DISTRICTS, SECTION 14.03..051 ZONING DISTRICTS  AND SECTIONS 14.03.052 AND 14.03.053  REGULATIONS  FOR “R-1” AND “R-2” DISTRICTS. Discussion only with respect to amending Chapter 14 “Zoning”, Division 2. Districts, Section 14.03.051 Zoning districts, Section 14.03.052 and Section 14.03.053 Regulations for “R-1” and “R-2” districts.
  3. AN ORDINANCE AMENDING CHAPTER 3, ENTITLED “BUILDING REGULATIONS” SECTIONS 3.06.004 DEFINITIONS AND 3.06.007 CONSTRUCTION AND SAFETY STANDARDS SETTING REGULATIONS GOVERNING OCCUPANCY OF RECREATIONAL VEHICLES:  Discussion only with respect to amending Chapter 3, Entitled “Building Regulations” Section 3.06.004 Definitions and Section 3.06.007 Construction and safety standards setting regulations governing occupancy of recreational vehicles.
  4. FINANCIAL REPORT: Director of Finance Bridgette Krohn, to report on the city’s finances.
  5. BUDGET WORK SESSION II:  Council to meet with city staff to discuss and set priorities for the 2014 – 2015 operating budget.

CLOSED MEETINGS

The public is hereby informed that notices for City of Lamesa meetings will no longer distinguish between matters to be discussed in open or closed session of  a meeting.  This practice is in accordance with rulings by the Texas Attorney General that, under the Texas Open Meetings Act, the City Council may convene a closed session to discuss any matter listed on the agenda, without prior or further notice, if the matter is one that the Open Meetings Act allows to be discussed in a closed session.

E The meeting will be held pursuant to the provisions of the Texas Open Meetings Act (Govt. Code, Chapter 551).  Discussion and actions are limited to the agenda items listed above. Persons desiring to address the City Council or express their opinion about a particular item on this agenda should notify the City Secretary before the meeting. Persons desiring to present other business or discuss matters not on this agenda should submit a request in writing to the City Secretary by the end of business hours on the Wednesday before the next meeting in order to be considered for inclusion on that agenda.
