NOTICE IS GIVEN THAT THE CITY COUNCIL OF THE CITY OF LAMESA, TEXAS, WILL MEET IN A REGULAR CALLED MEETING AT 5:30 P.M. ON TUESDAY, JULY 15, 2014, 601 SOUTH FIRST STREET, FOR THE PURPOSE OF CONSIDERING AND TAKING OFFICIAL ACTION ON THE FOLLOWING ITEMS:

CONSENT AGENDA:  All consent agenda items listed are considered to be routine by the City Council and will be enacted by one motion.  There will be no separate discussion of these items unless a Council Member so requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda.  Information concerning consent agenda items is available for public review.

(a)   APPROVAL OF THE MINUTES:  Approval of the minutes of the council meetings held on June 17 and June 24, 2014.

(b)   BILLS FOR JUNE 2014:  Approval of the bills paid by the City of Lamesa for the month of June 30, 2014.

HEAR PRESENTATION FROM MICHELLE KUNKEL: Hear presentation from Michelle Kunkel voicing opposition to the possible building of duplexes located on South 5th Street and South 6th Street, Lamesa, Texas.

MEDICAL ARTS HOSPITAL – MEMORANDUM OF UNDERSTANDINGDiscuss and consider taking action approving a Memorandum of Understanding for Alternative Care Site for Individuals with Medical Special Needs with Medical Arts Hospital.

REQUEST FOR SPECIFIC USE PERMIT (Larry Carroll)Consider passing an ordinance on 2nd and final reading issuing a Specific Use Permit to Larry Carroll on the following described property to-wit:

All of Lot 9, Block 4 of the J. H. Barron Addition, Town of Lamesa, Dawson County, Texas, for use as a lot for a permanent RV connection and remain as R-1 (Single Family Residential).

PUBLIC HEARING – CONNIE McKIBBEN:  Hear final report from the Planning & Zoning Commission recommending the approval of a change in the zoning  of the following property from R-1 (Single Family Residential) to C-1 (Local Retail):

All of Section 6, Block 35 T5N Abstract 516 140 x 50 x 150 (811 South Houston Avenue) Town of Lamesa, Dawson County, Texas.

REQUEST FOR ZONE CHANGE (Connie McKibben):  Consider passing ordinance on 1st reading granting the request of Connie McKibben for a zone changes from R-1 (Single Family Residential) to C-1 (Local Retail) of the following described property to-wit:

All of Section 6, Block 35 T5N Abstract 516 140 x 50 x 150 (811 South Houston Avenue) Town of Lamesa, Dawson County, Texas.

FINANCIAL REPORT: Director of Finance Bridgette Krohn, to report on the city’s finances.

INVESTMENT REPORT: City Manager Wayne Chapman to report on the city’s financial consolidated investment funds.

BUDGET WORK SESSION I:  Council to meet with city staff to discuss and set priorities for the 2014 – 2015 operating budget.

The public is hereby informed that notices for City of Lamesa meetings will no longer distinguish between matters to be discussed in open or closed session of  a meeting.  This practice is in accordance with rulings by the Texas Attorney General that, under the Texas Open Meetings Act, the City Council may convene a closed session to discuss any matter listed on the agenda, without prior or further notice, if the matter is one that the Open Meetings Act allows to be discussed in a closed session.
