NOTICE IS GIVEN THAT THE CITY COUNCIL OF THE CITY OF LAMESA, TEXAS, WILL MEET IN A REGULAR CALLED MEETING AT 5:30 P.M. ON TUESDAY, JANUARY 20, 2015, 601 SOUTH FIRST STREET, FOR THE PURPOSE OF CONSIDERING AND TAKING OFFICIAL ACTION ON THE FOLLOWING ITEMS:

CONSENT AGENDA:  All consent agenda items listed are considered to be routine by the City Council and will be enacted by one motion.  There will be no separate discussion of these items unless a Council Member so requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda.  Information concerning consent agenda items is available for public review.
  1. APPROVAL OF THE MINUTES:  Approval of the minutes of the council meeting held on December 16, 2014.
  2. BILLS FOR DECEMBER 2014:  Approval of the bills paid by the City of Lamesa for the month of December 31, 2014.
  3. BOARD APPOINTMENTS: Approval of appointments to the Boards & Commissions.
  • LAMESA-DAWSON COUNTY MUSEUM ASSOCIATION:  Consider appointing three (3) members to serve 3 year terms ending December 31, 2017.
  1. OPEN AND AWARD BIDS – LAMESA LANDFILL GROUNDWATER MONITOR WELLS:  Consider opening and awarding bids for the Lamesa Landfill Groundwater Monitoring Well Project.
  2. HEAR PRESENTATION – MIKE ASH:  Hear presentation from Mike Ash with The Commonwealth Companies.
  3. PUBLIC HEARING – REINVESTMENT ZONE:  Public hearing to consider designation of the a geographic area within the City of Lamesa Dawson County, Texas, as a Reinvestment Zone pursuant to Chapter 312 of the Texas Tax Code.
  4. REINVESTMENT ZONE:  Consider passing an ordinance on first reading designating a geographic area within the City of Lamesa, Dawson County, Texas, as a Reinvestment Zone pursuant to Chapter 312 of the Texas Tax Code; adopting provisions related thereto and providing for severability.
  5. TCDBG PROGRAM APPLICATION:  Consider passing a resolution authorizing the submission of a Texas Community Development Block Grant Program Application to the Texas Department of Agriculture.
  6. CALL FOR BIDS – FOUR (4) PICKUP TRUCKS:  Consider calling and advertising for bids for four (4) pickup trucks.
  7. 2015 GENERAL ELECTION: Consider passing a resolution ordering and establishing procedures for the City of Lamesa 2015 General Election to be held on Saturday, May 9, 2015.
  8. LAMESA ECONOMIC DEVELOPMENT CORP.: Consider appointing two (2) members to serve a two (2) year terms ending December 31, 2016.
  9. LAMESA ECONOMIC ALLIANCE PROJECT: Consider appointing three (3) members to serve two (2) year terms ending December 31, 2016.

13.          AMEND CHAPTER 14 “ZONING” – DIVISION 2.  DISTRICTS, SECTION 14.03.051 ZONING DISTRICTS AND SECTIONS 14.03.052 AND 14.03.053 REGULATIONS FOR “R-1” AND “R-2” DISTRICTS. Discuss and consider passing an ordinance on second and final reading amending Chapter 14 “Zoning”, Division 2. Districts, Section 14.03.051 Zoning districts, Section 14.03.052 and Section 14.03.053 Regulations for “R-1” and “R-2” districts.

14.          AMEND CHAPTER 3, ENTITLED “BUILDING REGULATIONS” BY ADDING SECTION 3.09 RECREATIONAL VEHICLES: Discuss and consider passing an ordinance on second and final reading amending Chapter 3, Entitled “Building Regulations” by adding Section 3.09 Recreational Vehicles.

15.          AMEND CHAPTER 3, ENTITLED “BUILDING REGULATIONS”, ARTICLE 3.03 TECHNICAL AND CONSTRUCTION CODES AND STANDARDS, BY ADDING DIVISION 5.  NATIONAL FIRE PROTECTION ASSOCIATION 1194, STANDARD FOR RECREATIONAL VEHICLE PARKS AND CAMPGROUNDS (2014 EDITION): Discuss and consider passing an ordinance on first reading amending Chapter 3, Entitled “Building Regulations” Article 3.03 Technical and Construction Codes and Standards, by adding Division 5.  National Fire Protection Association 1194, Standards for Recreational Vehicle Parks and Campgrounds (2014 Edition).

  1. INVESTMENT REPORT:  City Manager Wayne to report on the city’s financial consolidated investment funds.
  2. FINANCIAL REPORT:  City Manager Wayne Chapman, to report on the city’s finances.
  3. CITY MANAGER REPORT: City Manager to report on current activities and answer questions from the City Council.
  4. ADJOURNMENT:

CLOSED MEETINGS

The City Council reserves the right to adjourn into closed session at any time during the course of this meeting to discuss any of the matters listed above, as authorized by Texas Government Code Section 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices) and 551.087 (Economic Development).

E The meeting will be held pursuant to the provisions of the Texas Open Meetings Act (Govt. Code, Chapter 551).  Discussion and actions are limited to the agenda items listed above. Persons desiring to address the City Council or express their opinion about a particular item on this agenda should notify the City Secretary before the meeting. Persons desiring to present other business or discuss matters not on this agenda should submit a request in writing to the City Secretary by the end of business hours on the Wednesday before the next meeting in order to be considered for inclusion on that agenda.
